The EPA renewed the East Waste licence during the year for a further three years to cover the implementation of the agreed Closure Plan for the Highbury landfill. The licence requires East Waste to conduct a trial of the capping system to ensure that the design criteria for capping the landfill can be met. The trial also allows different forms of vegetation to be evaluated over a 12 month period so that suitable vegetation can be chosen to revegetate the site. The Board of East Waste is confident that it has achieved an environmentally sustainable solution to the closure of Highbury, that is within the resources of the existing East Waste.
Community Consultation.
East Waste continues to engage the community on its plans for the rehabilitation of Highbury and the issues associated with a sustainable closure of the site. Meetings are called by East Waste to ensure that our neighbours and the EPA are kept up to date with the progress of implementing the Closure Plan and to raise any issues associated with a closed landfill. The consultation ensures that the lines of communication between East Waste and its neighbours are always open.
Ladnfill Gas Management.
Methane gas that is produced from landfills when the waste decomposes is extracted by Energy Development Ltd (EDL) and used as a fuel to drive the electric turbines to produce electricity that is fed into the State grid. EDL is also responsible to meet the environmental compliance standard set by the EPA. The gas collection system is independently monitored by Golder Associates on behalf of East Waste.
Ground Water Monitoring.
URS is contracted to East Waste to conduct regular groundwater monitoring on and around the Highbury site. Its reports are summarised yearly and submitted to the EPA. The approved Closure Plan for Highbury has identified the need for a new monitoring bore to be located between the site and the River Torrens to better understand the groundwater profile of the closed landfill. This work is scheduled to be completed by the end of this year and will be added to the existing monitoring network. East Waste will continue to monitor groundwater after the Closure Plan has been completed.
